Lots of factors play in to a question like that. The main one IMO is, what are you going to use it for? Living space such as bedrooms and so on might be warmer with carpet and a good dense pad. A game room setting might be better with a more commercial type glue down carpet, sheet vinyl, vinyl tiles or vinyl plank. Hard surfaces such as tile, wood, or laminates are easier to clean and seem to be the floor of choice right now in most places. Laminate, glue down carpet, or sheet vinyl may be the best choices if price is an issue.

I would not recommend all tire floor if this room is going to be an entertainment room, i.e. surround sound tv, etc. Tile reflects the sound and it will sound like you are in a tin room.

this depends on how dry it is. Use waterproof glue anyway.
If you put in carpet with a foam back or foam pad and it gets wet, you will have to pull it all out to dry it.
I glued a very nice grade of industrial carpet onto the floor. It has only a jute back so if it gets wet, I can just vaccuum it up and put a fan on it. It's been 6 years with no problems at all.

If you put on tile and the floor gets damp, the tile is coming up.
