I am planning to install a stair runner on my basement stairs using stair rods. I have a 90 degree turn in my stairs.
1. How/from where to start and stop the runner?
2. How to handle the 90 degree turn?

First things first: This "90 degree turn". Is it composed of a landing or several triangular shaped steps?

Cut and miter the corners, and reattach the binding. If it is a woven runner, then hand sew and latex the stitches.
