My packaged heat pump is running continuosly, but is not providing sufficient heat. The thermostat is set at 70 and the indoor temp is running 52-58 overnight, but there is warm air at the register. The "indoor" coil is iced over. How is this possible?

Outside Temp the past few days H~35 L~20

Sounds like you might need to get a tech to look at it. Filter clean? Might be low on refrigerant. Is the condensor unit (outside unit running)? For now you would be better off switching to Emergency heat until the unit is looked at.
