Architecture - Addition above grade off a basement

I have the impression that all basement exterior walls must be made with block even if part of the basement is above grade and a walk-out. (this is how our house is built)

Is that true?

We are planning an addition to the back of the house which is completely above grade. In fact we are going to have to build up a foundation to bring it even with the existing basement. We will then cut a door through the existing block and add a separate room.

My question is, can the walls of the addition be framed with wood instead of block? It's much cheaper, easier and faster. None of the walls will be exposed to dirt.

since the additon is not to have a basement you can use a standard foundation that you tie into the existing wall. You can then use framing (cripple walls to bring the floor up to meet the existing floor line. If you have any wood to concrete contact you need to use pressure treated material at these contact areas. You just need to meet the minmum requirements for the height above grade for your joists and girders.
