Currently our basement stairs are accessed from a door exiting the kitchen, then step down to a small landing. At the landing (probably 4'x4') the basement stairs go down to the right and striaght ahead a door exits to the porch. We want to remove the door at the kitchen, which means we would need to add one at the basement stairs. Due to the small landing and possible interference with the porch door, we are thinking about putting the door at the base of the stairs and finishing the basement stairs and landing. Does anyone see any problem with this setup? Code violations, etc.? Thank you in advance.

The problem with the inspectors will be "you can't fall up stairs, but you can fall down them". Therefore the door will have to be on top. But check with them to begin with and all problems will be ironed out before you finish your planning.

But what is the difference between basement stairs and stairs between 1st and 2nd floors? I personally have just as good a chance of falling down 2nd floor stairs as I do basement stairs.
