I have a window screen with security wire running through it that at one point is severed and the wire ends are about 1/8 of an inch apart. What is the best way to connect the wire to reestablish the circuit?

without being able to see exactly what you have but going on what you are saying, I would say that a butt type solder or crimp connector would be the fix here. You would also want to use heat shrink around them to help keep out the weather.

If it's the wire imbedded in the screen mesh, there's no practical fix for it. The wire is very fine, and doesn't take solder well, and is much too small for a mechanical connector. The only real solution is replacing the screen. They have become somewhat difficult to find. There's not that many companies left that make them.
Typically, they will be a bit expensive, because they have to be made custom for the screen frame size you need (there's no real standard).
This type of device has become rare as the awning and outward opening casement windows have fallen out of favor, and motion detectors became cheaper and more reliable.

check with used building material places , like habitat or look in the phone book may be others in your area .
when we moved into this house most of the windows didn't have screens I bought a bunch for a couple of dollars each at habitat that had the alarm wire in
them (I didn't need the alarm it was just the ones that fit )
try it you might get lucky

I know a company here in Seattle that can build the security screen for you or you can send them the existing and they will replace and rebuild the security screen. I have used them for over 30 years here. Let me know if you are interested and I'll give you their information.
