I have a home with #2 feul heat have bad stains on painted walls due to poor heater exhaust. heater exhaust is fixxed and know i need to clean the stains from walls before repainting. what is the best cleaner for this job? what is TSP. i was using soap and water but it seems to smear a lot. any tips?

Trisodium phosphate has been used by painters for years and years as a heavy duty degreaser and all purpose cleaner. TSP is formulated for removing Grease, soot,and lead paint dust cleanup. A washing of surfaces prior to painting helps insure a good clean "bite" for the finish coats of paint.
You can generaly find this in the painting aisle at most home improvement stores. I would use the tsp let it dry and have at it....For most of the walls, that wouldnt be touched or get soiled that easily i would go with a base finish paint...Hallways or kitchens go with a semi or gloss finish for easier cleanup.
