Figured it out.... Someone had switched the switches in the boxes at the store... I was trying to get a non lighting switch to light... Oh well... fixed now...

If it is single pole switch, change positions with the wires. One is hot the other is not, and you need the hot side to power the neon bulb inside it. Another thing to do is to make sure the grounding wire is hooked up to the switch.

What type of bulbs are inthe fixtures? If they are CFLs then it may not light. Try installing one normal incandescent lamp and see what happens.
