Can a z1100 be configured to exist in a VOIP (Vonage in our case) environment without a regular phone line? If so, how?

Nothing works well with VOIP. We see it alot here in jacksonville and it turns in to big problems for us and our customers, bell south or comcast work the best

The Z1100 uses an "old school" transmission format (3+1). It's something of a crapshoot. Some VOIP adapters emulate a live phone line better than others. Typically, expect it to work erratically, at best.
