How far is the water heater from this bathroom? If a great distance, the water in the pipes have cooled down and must expel itself prior to allowing hot water to come through. It can be remedied by installing a recirculation system which will keep a supply of hot water at the furthest faucet head.

It might be important to know what kind of water heater you have. Is it a tank type, tankless coil in the boiler, tankless stand alone water heater, indirect water heater. Also, what brand of tub faucet you have. Some brands have their own unique charachteristics. If you have a tankless coil with a mixing valve, turn on the tub and feel the pipes coming out of the coil and the mixing valve. If the water is really hot coming out of the coil, but not nearly hot enough coming out of the mixing valve, it may need to be adjusted or have the mixing valve element replaced.
