I bought a rod to stop the rotten egg smell, but cant find the one to remove. Is it under one of the plastic caps and foam?

It could be. Remove the cap and probe with a screwdriver. Many newer heaters have foam insulation. You may need to dig to find it.
On the other hand the anode may be part of the nipple on the hot side.
Be sure to turn off the heater while working on it.
