I am new to both the forum and the house improvement project.
The baseboard in my home are stained wood and old. I want to sand and repaint my them. Do I have to take them off the wall or I can work on them when they are still attached to the wall. Taking them off are a lots of work. But it seems really hard to work on them if they are still attached to the wall.

Welcome to the forums

The baseboard doesn't need to be removed. Obviously, removed base would be easier to prep and paint but removal is not the norm.

Any stained/varnished woodwork needs to be sanded well, cleaned of dust and then primed with a solvent based primer. When dry, sand lightly and apply 2 coats of your choice of enamel. You may want to caulk the base board to give it a more profesional look. Oil base, latex and waterborne enamels will all work well - I prefer the waterborne enamel, but it is also the most expensive.
