I have a 48 gal. natural gas Bradford White power vent water heater that's only a few months old. The problem is that when it's heating, recovery is slow because the burner keeps turning on and off while the exhaust fan runs the whole time.

As long as the exhaust fan is running there should be a call for heat. It sounds like the problem lies within the pressure switch located by the fan assembly.
Since the water heater is new, my recommendation is to call for warranty service. the Bradford White web site has a service locater to find someone in your area.
