We are adding a room over our garage. Previously it had unfaced insulation sitting on top of plastic sheeting acting as a vapor barrier. I'm not sure what to do about a vapor barrier now. Should I tear out the old one so moisture doesn't trapped? Our garage gets a huge amount of moisture in the winter due to melting snow. This makes me wonder if I should should I leave it as is. Any suggestions?

A vapor barrier should always be on the conditioned side. I assume the garage is unheated - you dont want warm moist air from your new room condensing on the cold garage ceiling. The plastic will have to come out.
