The drywall seams weren't properly taped and mudded, I was wondering if I could redo them and if so how would I go about doing such? Thanks

They can be redone. How depends on what shape they are in.

If any of the tape is loose it will need to be cut out - you only need to remove the loose areas. Apply new tape, set in joint compound as needed. Both the new tape [when dry] and any poorly finished areas will need a thin coat[s] of j/c floated over them, sand when dry and/or apply more mud as needed.

it appears the joints were not sanded between coats, there is a bulge where the tape is located.

If there is air behind the bulge it is a bubble and needs to be cut out. If it is solid, you might can sand it down some with 80 grit sandpaper or float it out with mud on each side.
