What are you trying to accomplish by "refinishing"?
Once you put any type of coating on brick you wll have a continual maintenance item.

You will also have mold issues and deteriorating brick issues.

does this go for a paint also, i live 300 miles south of El Paso Texas, i have seen a number of places that have painted or refinnished the brick with varnish, i guess i should just leave it alone

Paint breathes, varnish doesn't.

Most latex coatings breathe, most solvent based coatings don't.
