This engine was given to me with a problem. Below the carb is the bracket that braces the carb/fuel tank. In this bracket is a plastic slider that you would connect a throttle link to for controlling the engine speed. This slider has grooves that engage teeth on the bracket but there is nothing connecting this to the carb. I guess my real question is how does this work ??
See attached picture for carb suppott bracket.

A small governor spring attaches to the lever on the back side of this bracket. The spring then attaches to the governor arm that should have a linkage that goes upwards and attaches to a pivot arm, the pivot arm attaches to the carburetor with another linkage rod.
Look behind this plate and see if there is a small spring hanging down from a small arm that is attached to the side of the engine block behind this bracket assembly. They sometimes come off of the lever on the throttle plate assembly.

I do have all the correct linkages from the Gov arm to the carb. The engine runs, idles and revs by hand perfect. I guess I just need a spring to connect the level to the govenor arm ?? Any part numbers for this ??

Double check the type number off of your engine, I have been unable to locate a parts list for a model and type engine you listed.
