I am in the final stages of removing 3 layers of wallpaper from my dinning room. The previous homeowners appear to have done the job correctly as they are coming up with minimal damage to the 1950's drywall. I am working on repairing the spots where the scraper took chunks out of the drywall. I intend to paint these walls. My questions is this. I heard that after you are wallpaper is removed you should prime the walls with one coat of sealing/stain killing oil based primer. Does this primer have to be oil based?

No. Kilz now makes a water based product that works very well... it's easier to apply than the oil based product.

IF all the glue isn't removed you may need to use a solvent based primer. As long as the walls are clear of adhesive, latex will be fine.
