What is the best way to handle tree root under driveway that is displacing on section of driveway. Not cracking it yet, just lifting up one section.

Get rid of the root (and the tree if necessary). This will involve taking out one section of the driveway and replacing it.
The slab will never come down just because a root is cut off from the tree.

If you can live with the slab where it is, dig down along the outside of the slab and cut the roots there.
