I've seen reference to 16" wide R13 insulation in this forum. I checked Owens-Corning's website and it appears their R13 is 15" wide. Can anyone tell me a brand that is 16" wide.

I am framing my basment with 2X4 metal studs. If I can't go with 16" X 3.5", how do I secure the 15" insulation to the studs?

The reference to i6 inch insulation refers to studs 16 inches on center; 15 inch insulation is what fits.

I believe there is 16" wide fiberglass made for wrinkled tin studs. It is usually used in commercial projects and you will not find it in a big box store. Look for a commercial insulation supplier.
