Does one put visqueen before placing rebar in the footer?
To further clarify, thought the visqueen was the last thing after termite treatment and my assumption is that the base of the footer is dirt. Is that correct?

I am not aware of termite requirements involving "visqueen" under a footing. It could be a local termite thing.
Usually a vapor barrier (6 to 10 mil) is put under a slab to minimize the moisture in the slab after construction. It is placed before the rebar or mesh.
