I have a 1925 bungalow with old door hinges, locks, latches etc that have been painted over. The door does not work properly because of the paint.
How can I restore these to working condition? Can I user paint stripper on them?

Yes, but it may also remove the finish. Removing them and soaking them in laquer thinner will also remove the unwanted paint but it too may affect the finish.
If it is just minor paint you can use products like 'oops' or 'goof off' which shouldn't hurt the finish.
If you just want to get the paint off so they will work again, paint stripper would probably be the quickest. Any effort to maintain the original finish will be slow going.

try denatured alcohol. it is not as strong as lacquer thinner, but softens latex, if it is latex.
