the indoor unit was running but the fan on the outdoor unit was not spinning. I did hear it humming and the grill where the fan is mounted was warm to the touch... that was yesterday...
Today I tried to turn it on and I heard the compressor running outside but the outside fan still did not spin.. Is this a dead fan or could something else be wrong?

I'm assuming this is a heat pump..??? If it is, yes it is possible the motor is bad or the run capacitor or the defost relay. Take your pick.

with the unit calling for AC. Try and spin the fan blade with a stick. if it runs get a new start capacitor for the fan if not Check the power to the fan and see if you have 220V to it in the unit If you do then Id say new fan motor. Like said can be in the defrost board.

defrost board is fairly new..
I tried to spin the fan blade but it seems kinda stiff, shouldn't it turn freely..
I think that may be the problem..

Yes fan should spin free like.
