There is a small sapling growing out of the concrete collar of my chimney. It is too high for us to do a visual inspection. We recently had the chimney cleaned and they recommended replacing the chimney collar. They said that caulking and sealing was just a temporary fix and that we would eventually have to replace the collar anyway. This was recommended without having gone up to look at the top of the chimney. The chimney company is certified.
Without being able to get up to the chimney myself, I cannot decide if this is a reasonable course of action. Does anyone have any thoughts on this?

Suggestions -
1. Get rid of the sapling.
2. Get an professonal inspection of the collar and an opinion on the condition of the chimney. The previous cleaner was negligent and imcompetent not making a recommendation without looking at the cap/chimney. Was he certified as being afraid of heights or just lazy?
It is not reasonable to take advice from someone in no position to give honest, intelligent advice.
