I am trying to determine whether there is a way to turn down the volume on the siren on my alam system. The user manual does not appear to provide a clue.

You may be able to put a potentiometer in line with the siren.
If that doen't work you can always try placing a some plactic bags in the housing and try filling it with the expandable foam.

The typical 12v siren is designed to put out a _loud_ output (which is the point). Reducing the voltage to it isn't really a good idea, as it will stress the circuitry in the siren driver board and eventually damage it.
Your only practical option is to either swap the siren unit for a unit with a lower output, or to use a seperate driver board and speaker combo that would allow you to control the output volume by adding potentiometer (variable resistor) as a volume control on the speaker without stressing the actual driver circuit.

Why would you want a quiet siren? Doesn't that defeat the purpose? It's supposed to be annoyingly loud so people can hear it. If you have to many false alarms, get new, more reliable hardware.
