I purchased two old conrete lamps that are currently painted.I would like to redo the lamps but I am uncertain of where to start. Any suggestions or ideas?

First step, find out if it's oil or latex on there now
Easiest way:
Rub some Oops! or Goof Off on it and see if the finish comes off on the rag
If it does, it's latex
Clean, then repaint with latex
If it doesn't, we need to find out if it's oil, or has a clearcoat on it
That's a little trickier
Try the latex test first
