I want to change a light over a bathroom sink.The light is now just a decorative cover over the eelctrical box with wiring coming out of it feeding two lights hanging from chains. I want to replace it with a new fixture but the electrical box appears to be too high on the wall.I would need to lower it.What is the proper way to do that?

You will need to install a new junction box where it is needed and remove the old one, or put a blank plate on it.
If you are lucky the wires will be long enough and you will not have to run them all the way back to the switch. Please do not burry any splices in the wall, it is unsafe.

I doubt that there is enough wire to reach a new box and running wire back to the switch would be impossible.Do they make covers for boxes that would be decorative?

Yes they do, or you could wrapp the cover in wall paper.
