I have a flourescent light fixture in my laundry room. The light has started blinking and sometimes it comes all the way on and sometimes it doesn't. I think it might be the ballast what would be the best way to check that? I swapped out the bulbs with another fixture and they seem to work fine on another light.

Before you go changing a ballast, check to see that the grounding wire is conected to the switch's green screw. Fluorescent lights like grounding wires. If it is connected, remove the bulbs and the cover of the fixture (power off) and see that the grounding wire is connected to the fixture itself. If all this checks out, it may very well be the ballast. BUT, you will find the ballast costs $20 and the whole light fixture will cost about $8, so whaddayougonnado?

I don't think the whole fixure is going to cost $8. These are two 4' light fixtures. Last time I checked they were more like $60-80 apiece. That is why I will change the ballast first. I checked grounding and it is all good. Thanks for the reply.
