i have plans but i want to modify them shold i consult some one or should i just weld on what i want to do because i cannot find gokart suspension anywhere or disc brakes

It is possible that free plans for go-carts exist but I highly doubt it.
The cost of plans if you had to buy them would be a very small part of the total cost, even cutting as many corners as you can during construction.

If your teacher approves of this idea the cheapest way of working on a go cart in shop class would be to find an older complete cart that needs a bit of fixing.
Or, turning a riding mower into a racing mower. We have a few members around here that are into this.

as for suspension, i would try gokartsupply.com, gokartsusa.com, or northern tool. I have found these places helpful in finding parts for my kart.
