I replaced the flapper on my toilet because it was falling too slow causing the water to just gush through the toilet bowl (great for flushing but not so great on the water bill). The new one did not fix the problem. I didn't understand how a new flapper would fall any faster but the guy at the hardware store told me that is what I needed. Any suggestions?

The flapper is supposed to fall with the final amount of water in the tank, which may be slow in some estimations. If it fell ahead of the water, you would not get a good flush. Now, some of the newer flappers are adjustable by turning the flapper to different indices shown on the rubber itself. Take a good look at yours, and see if there aren't numbers on the rubber or on the hard plastic holder. If so, give it a turn to a lower index number to allow for a faster fall. Post back if this didn't help (or if it did).
