I'm going to be installing recessed lights in my basement, which has a drop ceiling. The ceiling tiles are the flexible vinyl covered insulation type. Is this considered "insulation contact" and should I be buying IC rated housings?

No it is not.

Another thing, with hard 2x2 ceiling tiles you can install old work cans, but with the flexible panels, you will need to use the cans with supports from grid to grid.

I personaly would suggest supports for all suspended ceilings.
Even the "hard" tiles, normal moisture will sag them.
Aren't you also required to chain or tie them to the structure, so they don't fall?

Yes, I dont have the code section handy right this second, but you need to support them to the building structure, and ceiling grid. Hard to do with old work cans.
