Toilet has diaphragm-type ball assembly. There is a refill tube but no water comes out of it. Tank is refilled some other way VEEERRRYYY slowly. Bowl does not always adequately flush and requires second flush. Do I have 1 or 2 problems with my toilet? (It was installed in 1996 - new) Thanks!

You either have dirt in the ball-**** or a defective part, I wouldn't mess with it, its not worth the trouble. I would go to the big box or a plumbing supply and get a Fluid Master 400-A and replace it, this is easy to do if you are handy. Lots of luck.

Even after you install the 400a, you will need to remove the cap (with the water off), and turn the subassembly 1/8th turn counterclockwise and pop off the arm. Holding a cup over the valve, turn on the water for a few seconds to purge stuff from the lines, replacing the arm assembly and cap.
