I just want to confirm that this is the right way to do things. I purchased a neo-angle kit today, and the directions say not to anchor the base at all. Now, I know everything I've seen here says that putting a bed of mortar down and setting the base on it is the right way to go. Am I missing something?

I would tend to follow the mfg's instructions. If I'm not sure, I give them a call. In your case I would call & ask if it's ok to put mortar under the pan. I doubt that they would object.
