I have a 3i/2 hp b&s I rebuilt the carb but it will only throttle up with the choke out. If I push in the choke it will stall.Please help

Sounds like a fuel restriction. If a diaphram carb, check the fuel pick up tube and inspect the diaphram for damage or incorrect assy
