Air Conditioning - Lennox AC Unit...stop cooling and stop running...Help

The air conditioner was working fine...then this afternoon, I noticed the temperature raising in the house. Well this is what I found...

1. Furnace turns on normal...motor fan turning..blowing out warm air...not cool.
2. 24 Volts is at the AC Unit.
3. 220 Volts is good coming in.
4. Pressed contacts button.
5. 220 Volts was tranferred.

Contacts not closing when 24 volts is applied.
No AC fan is turning, even when I press contacts. But there is a slight spark.
No compressor starts, even when pressing contacts. There is a little grunt sound when pressing contacts.

How can you tell if the capacitor is bad? Is there a test for the capacitor? How do you tell if the compressor is bad? It's a Lennox model, about 16 years old.

What other tests can I perform?

Do you have a low psi cut out or a high head reset????

No AC fan is turning, even when I press contacts. But there is a slight spark.
No compressor starts, even when pressing contacts. There is a little grunt sound when pressing contacts..
For the cost try a new start run cap there.
How do you tell if the compressor is bad. Pull the wires off it and Ohm it out and to ground.
