What is it and when do you need one?

I assume it just serves as some "extra capacitor capacity" to make it easier on the compressor in start-up??

If so - wouldn't you always wants one (except for the extra few dollars it costs)?

The reason you don't always want one is at least twofold. First it is just something else to go bad & secondly, the extra current they supply can be tough on windings. Not normally, but can be.

when do you need one?

You need one if you have an expansion valve for your metering device. You could need one if the compressor is a hard start due to internal problems. You may also want one if you have electrical issues in your area.
