My bottom porch rail has rotted along with a lot of the bottom part of the spindles that connect to the bottom rail. Would it be OK to just cut away the bottom 1/4 of all the spindles and glue on new pressure treated wood or is glue too weak?

For all the trouble involved of replacing the botom 1/4" of each spindle, replace the railing.!!

Take the railing off and replace the spindles. trying to patch it in place will look terrible.

Prime and paint the ends of the new spindles before you assemble the railing so this doesn't happen again.
