When I flush the toilet the water doesn't go down all the way. It sometimes appears to almost fill to the top of the bowl and will slowly go down. I've plunged and snaked it and still nothing. If I pour water into the bowl by a bucket the water and toilet paper will go down. Is there a block somewhere? I figured if it was blocked then the TP wouldn't flush at all.

Marie27, welcome to the forums. The water level in the tank may be too low. Remove the lid and look into it. There may be a mark on the right rear side of the tank indicating "water line". If so, in what relation to this mark is your actual water line? If it is too low, you will need to adjust the fill valve to allow more water in. Tell us what type fill valve you have; whether it has a ball and arm or a vertical cup moving straight up and down, and we will help adjust the water level.

Hi Larry, this is Marie 27. the toilet has a ball and arm. The water level is down lower than it usually is. I had filled the tank up with water to the line and flushed it and was still not flushing all the way. I bought an auger today and have used that a couple times and it seemed to work for about 4 or 5 flushes and then went back to flushing slowly.

Unless you adjust the arm to allow the proper amount of water to enter the tank, your second flush will be at a lower level. Bend the arm to allow the tank to fill properly. If this doesn't work, you have a little soldier or tank stuck in your drain and may require heavy augering by a plumber.

When you said "auger", did you mean closet auger or snake? A closet auger will normally clear anything in the toilet trap. A snake will often go by things that are in the line. It does sound like you have a clog either in the line or the toilet trap. I assume that, since the water rises when flushed.
