I have a frost build-up problem with my Kenmore (596.79142993), bottom freezer, refrigerator. I just installed a new defrost heater however it is not heating up. I am getting a reading on the voltmeter from the defrost thermostat and the timer is rotating around. However, I have not taken the timer out and inspected it. I just assumed it’s OK since I see it rotating. How can I check this timer since this must be the problem?

You can turn the timer manually with a screwdriver untill it clicks & the compressor shuts off. It is then in the defrost mode.
Check for voltage at the heater. If your sure the defrost thermostat is ok & you just installed a new heater, the only thing left is the timer. Time for a new one. Dave
