my bathroom has a concrete floor.should i remove the toilet & lay the floor tile , or tile up to the toilet base?should i put an other flange on top of the tile?

newtofta, Welcome to the DIY Forums.
What you need is an extender flange. They come in various thicknesses so get one to make up the same thickness as your tile. Available at Home Centers. Then tile up to the edge of the flange. The extender flange needs to be screwed to the floor through the holes provided and the original flange. Since you have concrete, you will probably need Tapcon masonary screws. Good luck with your project.
