My washer allow water to come in when it is turn off. I replace the water inlet valve, but the problem persist. There is a slight humming noise even when the machine is turn off.

Huh. You obviously have a situation where the machine is still on at the circuit that calls for the fill valve to open. At least there is SOME current still getting there. I have never run across this situation before. Has anybody else?
There should be several "off" positions on your timer. Does the thing still hum/try to fill, no matter which of the off positions it is positioned at?
Off hand, it sounds like your timer just is not shutting off. But after the machine spins out at the end of a cycle...THEN what happens? Does it al come to a stop for a bit?, and then start filling with water again?
