We are looking to convert our garage into an entertainment area. Living in Florida as we do the rains that hit during summer cause occassional puddling around the garage door, so we wanted to solve this problem for the new entertainment area by raising the floor by 2 - 3 inches, after which we'll tile it over.

Question is, if we're going to add height to an existing steel-reinforced concrete floor, does the fresh concrete need to be steel-reinforced as well and connected to the older concrete via steel rod, or can it just simply be layed on top as is?

I'm thinking about doing the job myself in sections, so I wanted to be sure i get it right.

Some studies tend to show that reinforcement in the new layer of concrete increases the degree of restraint and the likelihood of localized cracks. You will need to clean the existing surface, then use some kind of bonding agent. You will need to put the expansion joints in exactly the same place as in existing pad. Mark where they are on the side, so you will know where to put them.
