I have a room with 3/4' old oak plywood in it. It originally had linoleum floors and there is still some spots where the black, tar-like adhesive is still there. I don't want to paint over these spots as the paint will chip quite easily. HOW CAN I REMOVE THIS STUFF? I've tried sanding and Strip-eze, neither of which work.

Most likely it contains asbestos. Be very careful sanding it and be sure to have dust containment shrouds and vacuums going. Your going to need to sand the floor in order to paint it, just like finishing with clear instead of a coating with pigment/color.
