Are there any manufacturer's that make an IC housing that is slim enough to fit in a 3.5" space?

The shortest that I have seen require about 6". Do you really only have 3 1/2" of clearence or can you extend into space above?
There really isn't a need for fixtures like this. The load capacity of a 2x4 is not enough to allow them to be commonly used for a floor or ceiling.
