I have painted an oak table top and am not happy with what I've acheived. I have unfortunately applied 3 coats of poly (wiped on) and I have a very ugly surface with brush lines, etc. Is there some way to fix this without stripping everything and starting over? My poly is oil-based. Thanks.

To paint over poly you would need to sand first and then either paint with an oil base enamel or use a solvent based primer prior to painting with latex.
If the brush marks are just in the poly [clear] I would sand them out and recoat. I've never used any rag on poly - only brush or spray. If it is just a matter of brush marks in the clear poly it shouldn't be too dificult to sand them out and then recoat with regular oil base poly using a good natural bristle brush. You can thin poly slightly if needed.
