Symptoms:

Outside unit clicks when the thermostat tells it to turn on.
Circuit breakers have been checked and fuses replaced.
Fan on top of the unit does not work.

My first thought was the large capacitor, but I think that only effects the compressor and would not effect the fan. So what ever it is effects the high and low voltages.

Any ideas?

Not sure what you mean there,

The cap is for power factor correction and in some systems to cause a phase shift on the starter coil in the fan.

Try to start the fan spinning by hand and see if it starts going and keeps going.

You will need to also use a multimetere to measure the votlages of the fan. I am not sure if it is a 220V fan or a 120V fan with out seeing it.

If the fan is getting correct voltages and it will not work your will need to replace it. Does the compressor kick on for about 10sec or so right when your turn the AC on

The compressor does not kick on at all.

I think it is the contactor. I press it in and it works.

I am going to pick up a new one tomorrow. I'll report in then.
