The pan on my upstairs a/c was leaking and the repair man replaced the v-shaped coil and pan with a flat coil installed perpendicular to the duct. The new coil has much less surface area. The temp in the last few days has been in the 90s and that unit only gets the upstairs to around 80. Would the smaller coil be the problem?

Sure can. You dont put a smaller coil on a unit. But sometimes you can put the next size bigger on it and get by with it.

Don't be fooled by the physical size. As long as the rated capacity equals or excedes that of the outdoor unit, it should cool properly if installed correctly.
