I have a small hose on top of this carburetor(center) that I do not know where it goes. Is it an air hose? When I start the mower, gas is running out of this tube(hose) and the mower runs rough? Is this because the float is stuck. Carb is brand new? Thanks for your help!

What size is the line? It's probably the inlet fuel line. See if there isn't a fitting on the carb for it to hook up to. Have you had it dismantled for any reason?

Just guessing on a possibility: you had the carb replaced, your model of the GX530 has the fuel pump, you started the engine and the fuel pump pressure blew the line off.

Don't take your carb apart yet.
