Hi:
For a basement remodeling job...
Entry to the basement is from the kitchen. There is a step down from the kitchen to a concrete landing (3'X3'), then the stairs to the basement.

We want to place tile on the concrete landing, but I don't know if the edge of the tile should rest on top of the riser for the top stair. Or should the riser for the top stair come up flush with the top of the tile and the tile butt up to the riser?

I hope this is clear enough. Any suggestions?

The most important thing to consider is that you do not want to create a trip edge. If you are talking about ceramic tile consider tile that is non-slip when wet.

The tread always overlaps the riser, either use a bullnose or the edge of the tile if you like the look, or, get one of these.:)
