Hello:
When selecting a paint primer, is the primer selected on the
basis of what it is to be going over (e.g. existing latex or oil paint), or what will be painted over it as a finish coat ?
Or, are both a factor ?

Both should be taken into account...
...with deference to the substrate (what it's going on/over), as adhesion would be considered primer's primary function

I would add that primer isn't always needed for repaints. Generally when repainting you can skip the primer and go directly to the finish paint.
Primers 3 basic functions are to seal raw surfaces, hide stains or bond to problem surfaces so the finish coat will adhere. Of course there are many different primers each with their own set of uses.
